Have you tried Armor All? I would suggest Goo Gone but it might make it worse. Any idea what caused it?
Use an old toothbrush to get in the grooves (or get a new one from the dollar store)

Knowing what the substance is will make a big difference on what product to use. I assume you already tried soap/water. If it's a sticky tar-like substance, try a little WD-40. If it's oily, you may want a gentle degreaser. Do you know what the substance is?

Plus one. Magic eraser if it’s some sort of paint like substance.
